To evaluate and approve the use of GRO premises involving private operators
To ensure an open, fair, competitive and transparent tendering system
To standardize the procedure in awarding contracts to private operators engaged by GROs
To devolve more decision-making authority to the grassroots leaders

Scope
CTC will evaluate the tenders and approve the award of contracts to private operators for the following:
Running of joint programs with the GROs at CCs/RC centers and other GRO premises
Letting out of CC premises for compatible uses
Organizing of other revenue-earning projects
