The Neighbourhood Committees (NCs) were created to create opportunities for residents living in private estates to serve the community and thereby fostering strong community spirit in the neighbourhood.

Like their counterparts in the Residents Committees, the NCs help improve the social and physical environments in the estates. They also act as links between the people and the Government.
